Questions buyers ask

What is a PARCS?

A parking access and revenue control system: the gates, ticketing or license plate recognition, payment devices, validation tools, and reporting software that control how vehicles enter, pay, and exit. It is the revenue backbone of a facility, which makes buying one a finance decision as much as an equipment decision.

What is gateless parking?

Entry and exit without gate arms, usually license plate recognition tied to payment by app, web, or kiosk. It trades hardware control for data control: plate capture rates, matching accuracy, and enforcement follow-through decide the revenue. Whether it fits a site depends on leakage tolerance and enforcement options, which a procurement should test before committing.

What does a PARCS RFP consultant do?

Writes the functional specification, runs the RFP, levels the proposals, scores vendors on declared criteria, and negotiates the terms that matter later: acceptance testing, service levels, and remedies when a date is missed. The goal is a defensible selection and a contract the owner can enforce.
