Public agencies engage JDE to manage multi-site technology programs. Cities and owners bring in an owner's representative once the PARCS contract is signed and the risk moves from selection to delivery. Manufacturers retain JDE when field capacity is short and the customer relationship rides on the install, about 17 engagements for one maker. Operators use JDE to plan cutovers so revenue keeps flowing while lanes change over.

- Cutover: lane-by-lane commissioning with revenue continuity through the transition.

What does an owner's representative do on a parking installation?
Protects the owner's specification, schedule, and money: reviews submittals and change orders against the contract, verifies the site is ready before equipment ships, runs acceptance tests before payment milestones release, and documents closeout so the owner holds warranties and as-builts, not just invoices.
What are the EV charging requirements for parking garages?
There is no single national rule; obligations come from state and local codes, usually expressed in make-ready tiers: EV capable (conduit and panel capacity), EV ready (wired circuits), and EV installed (chargers in place). Two standards protect buyers: OCPP, the open charging protocol that prevents lock-in to one network vendor (Open Charge Alliance), and NACS, the de facto North American connector, standardized as SAE J3400 (SAE International).
