JD Enterprises was founded in 2015 by Joseph Dudek and Jason Scott. Before JDE, the founders ran parking at Los Angeles International Airport: $85M+ in revenue and 800+ employees. The leadership team carries 55+ years of combined experience.
Running at that scale teaches you where parking money actually goes: through lane hardware, ticket populations, validation tables, cash rooms, and the terms of the operating contract. It also teaches you how rarely anyone outside the operation checks. JDE was founded to be the firm that checks.
Eleven years and 850+ parking projects later, the method has not changed.
We review every asset as if we owned it ourselves.
That sentence is the working standard on every engagement. In practice it means:
- We reconstruct ticket populations by serial sequence instead of accepting summaries.
- We read system journals to the second and reconcile keycard registers page by page.
- We test controls in person: pull a ticket without a vehicle, attempt an unpaid exit, walk the lanes at peak. We have photographed phishing devices installed inside city parking meters.
- We compute what the contract owes, to the dollar, and say so.
- We come back to verify that what we recommended actually happened.
Operators are part of that process, not targets of it. Findings go to the operator before a report is final, responses are appended verbatim, and recommendations are written to work inside the current operating contract. That is why operators themselves hire us.

Beginnings
Joe Dudek starts his career in parking. Over the next fifteen years he works across airports, off-airport facilities, hospitals, hotels, valet, medical centers, on-street, municipal contracts, and Class A commercial buildings.

Entrepreneurship
Joe founds Priority One Parking, an off-airport parking enterprise running multiple facilities. Building a multi-location business teaches the economics of ownership from the inside out.
- 2006
Leadership
Joe becomes General Manager of one of the nation's largest parking operations: 800+ employees, $85M in annual revenue, $28M payroll. He executes a 40% staff reduction while increasing net revenue 200%, rebuilding the entire control environment.

The partnership
Jason Scott joins as Operations Manager: 450 employees, $22M payroll, 30%+ profit margins. He learns what breaks inside a parking operation at scale, and what it takes to keep it running while fixing it.

Foundation
Joe and Jason leave to build something different. JDE launches with assurance and project management. Two people, one thesis: owners deserve someone who has actually operated parking at scale.

Milestone
JDE is awarded the largest parking guidance system project in the United States at the time of award, across a regional transit system. The firm's project management reputation is established. Jason becomes partner.

National
Coast to coast. Asset management, parking studies, audits, and project management for airports, REITs, municipalities, and institutional owners.

Parking PI launches
The parking industry's first purpose-built mystery shop program. Not borrowed from retail. Built by people who have been behind the counter.

A technology partnership for AI-driven analytics. Joe presents at PIE. The firm triples staff and crosses 850+ completed projects.
